You know at the MRT in singapore? It's always the 'please stand behind the yellow line' in english first then chinese then malay then indian right? Then, what if there was a bomb? It would be "THERE IS A BOMB IN THE MRT STATION! RUN FOR YOU LIVES!" then in chinese. Then in malay. So by the time the indian speaker comes, the bomb would have gone off!
